The following sections reflect past events leading up to the adoption of a Parks and Recreation Master Plan.

Proposed Parks, Open Space & Recreation Master Plan

The Village conducted an open meeting on a draft Parks Master Plan on January 27, 2007 at Homer Junior High School.  The Village's Park and Recreation Committee has been working with consultants from Houseal Lavigne Associates to develop the plan for about a year.

The Plan proposes four Community Parks of at least 20 acres each and 8 Neighborhood Parks 5-10 acres in size.  The Plan envisions the Village owning and developing all of the Parks without creating a Park District or a property tax.

The Park Donation Ordinance and grants will provide much of the needed funds and the new Conservation Design Ordinance will be very helpful in acquiring needed land in several areas.

Parks planned in the next several years include a neighborhood park in Kingston Hills subdivision on Carlton Drive which is nearly complete and a Community Park in Stonebridge Woods subdivision south of 159th street and west of Parker Road. Construction on this park will begin the summer of 2007 with the help of a state OSLAD grant.  Several other parks are in various stages of development in new subdivisions and will be turned over to the Village over the next several years.

Master Plan

After receiving several proposals from qualified planning firms, the Committee recommended the Village hire Houseal Lavigne Associates to prepare a Parks & Recreation Master Plan for the Village.  That plan is well underway and is expected to be completed by the end of the calendar year. One public workshop has been held to solicit public input [see entry above] and others will be held in the future.  All residents are invited and encouraged to participate. The Village of Homer Glen Parks and Recreation Committee invites all interested residents to attend an Open House on the proposed Homer Glen Park Plan on Saturday, January 27th from 10:00 AM - 1:00 PM at the Homer Junior High School Cafeteria at 15711 S. Bell Road.

The consultant firm of Houseal Lavigne and members of the Village Parks and Recreation Committee will be present to show major elements of the draft plan and answer questions.

The Park Plan is a major, long-range plan to help the Village acquire and maintain a complete Village park system consisting of both neighborhood parks and several community parks that will serve the whole Village.  The plan calls for a combination of playgrounds and sports facilities as well as passive recreational areas.

The Park Plan has been designed to help implement the Village's Comprehensive Plan and be compatible with other Village planning efforts such as the Green Communities Vision, the Transportation Plan, Trails Plan, and the Conservation Design Ordinance.  The Village recently updated its Park Donation ordinance for new development which is expected to provide the funding for the plan.

April 2006 - Your Input is Requested

The Village of Homer Glen will be working with the community over the next several months to develop the Village's Parks and Recreation Master Plan.  The Master Plan is intended to help guide Village policy and decision making for parks and recreation over the next 5-10 years.  The Village of Homer Glen Parks and Recreation Master Plan will develop plans and recommendations for the utilization of its existing, undeveloped park lands; develop a plan to meet future park and recreation needs; create a plan that maximizes opportunities in achieving park and recreation needs of its citizens; and develop recommendations for park and recreation facilities that help protect the environment and help implement the Village's Comprehensive Plan and Green Vision Plan.

Community input and participation is an important part of developing Homer Glen's Parks and Recreation Master Plan.  A Community Workshop was held on April 24, at 7:00 pm at the Village Council Chamber.  This Community Workshop was the first of several opportunities the residents will have to express their concerns and desires regarding the Master Plan.  We encourage you to attend and participate in the Community Workshops.  Your input will help shape the Homer Glen Parks and Recreation Master Plan and help to ensure that it reflects the best open space and recreational interests of Homer Glen.
