Storm Water Task Force Mission Statement
The mission of the Village of Homer Glen is to view stormwater as a resource and to develop and encourage the management of stormwater in a manner that will promote a healthy environment in a safe and livable community. The Village goal is to manage stormwater in a manner that protects residents from flooding and replenishes aquifers, feeds wetlands, maintains baseflow in streams, and provides sustenance for the plants and animals that foster the natural character of our community.
Goals
- Manage stormwater where it falls by promoting the use of integrated management and Best Management practices in new development, redevelopment, and on public lands
- Manage stormwater to prevent flooding within the Village watersheds
- Conserve natural areas
- Implement pollution prevention and public education programs
- Develop demonstration programs by implementing ?integrated stormwater management practices? on public land
- Gain certification by Will County to administer Stormwater Codes and Ordinances
- Adopt Codes and Ordinances that incorporate the principles of the Homer Glen Stormwater Mission Statement
- Prepare for compliance with the coming NPDES Phase II Stormwater Permitting Program
- Participate in the FEMA Community Rating System (CRS)
Objectives
- Manage stormwater where it falls by promoting the use of integrated management and Best Management practices in new development, redevelopment, and on public lands
- Reduce impervious cover
- Promote infiltration
- Maintain slow site runoff rates
- Protect, restore and/or enhance the natural hydrology of development sites
- Maintain buffers and easements to reduce silt and other pollutant load to water bodies
- Adopt principles of conservation practices to guide development in the Village
- Minimize the negative effects of pollutants washed off into aquifers, wetlands, streams and water storage basins during rainfall events
- Manage stormwater to prevent flooding within the Village watersheds
- Restrict development in the flood plain
- Encourage updating and use of current FEMA maps and agencies as resources
- Use retention ponds or other techniques to relieve flooding problems where necessary
- Allow for natural infiltration of stormwater
- Conserve natural areas
- Identify areas in the Village in order to protect lands with highly erodible and hydrologically sensitive soils
- Identify recharge areas for sensitive aquifers
- Identify isolated wetlands and areas that could support wetlands or with significant cultural resources
- Develop design guidelines that encourage principles of conservation design
- Protect high quality natural areas and significant cultural recourses
- Develop a set of criteria to identity high quality natural areas in the Village
- Establish a set of guidelines to protect high quality natural areas
- Implement guidelines that are required through established ordinances
- Implement pollution prevention and public education programs

- Adopt codes and ordinances that incorporate the principles of the Homer Glen Stormwater Mission Statement
- Review and recommend changes to the Will County Water Resources Ordinances that were adopted by the Village of Homer Glen in 2001.
- Investigate and evaluate ordinances, policies and practices of other governments.
- NPDES Phase II compliance
- When requested, prepare and submit a Notice of Intent to the IEPA to apply for a NPDES Phase II permit.
- Develop, implement, and enforce a stormwater management program designed to reduce the discharge of pollutants to the maximum extent practicable, as required for a Municipal Separate Storm Sewer System permit. This permit must include the following six (6) Minimum Control Measures (MCM) as required by the Code of Federal Regulation Title 40, CFR Part 122:
- Public Education and Outreach on Stormwater Impacts
- Public Involvement/Participation
- Illicit Discharge Detection and Elimination
- Construction Site Stormwater Runoff Control
- Post-construction Stormwater Management in New Development and Redevelopment
- Pollution Prevention/Good Housekeeping for Municipal Operations
- Create stormwater drainage maps as required for a permit
- Work with watershed groups to develop a framework for efficiently, effectively, and consistently protecting and restoring aquatic ecosystems and protecting public health
- Become an accredited CRS Village in order to offer flood insurance reductions to property owners through FEMA
- Preserve open space in the floodplain
- Enforce higher standards for safer new development
- Maintain drainage systems
- Inform people about flood hazards, flood insurance, and how to reduce flood damage
